Established by House Bill 530—a bipartisan effort that reimagined the Utah Innovation Lab as the Nucleus Institute—this transformation created a focused governance model, a new investment structure, and a strategic framework to guide statewide innovation through higher education, private sector engagement, and emerging sectors.
