Issue primers are foundational explainers that bring readers up to speed on emerging or technical policy topics, written for those with no prior background in the subject. Each primer lays out the core concepts, relevant Utah context, and key debates in a short, citation-grounded overview that prepares them to engage with related legislation.
Legislative Briefs
Legislative briefs are short, focused analyses of a specific bill, regulation, or policy question, written for readers who already know the issue exists but need analytical clarity to act on it. Each brief lays out what the bill actually does, the key tradeoffs, and stakeholder positions, giving lawmakers what they need to engage with an upcoming vote or decision.
Session Summaries
Session summaries are retrospective overviews that synthesize legislative activity on a topic area over the course of a session, covering what was introduced, what passed or failed, and how the debate evolved. Each summary pulls together the full arc of bills, committee action, and stakeholder positions into an account that tells the reader what happened and what it means going forward.
